With the recent sinkhole opening up and causing lane closures near Johns Hopkins Hospital and Bloomberg School of Public Health, it is clear that Baltimore's infrastrucure is in dire need of an overhaul.
Global Water Program steering committee member, Professor Seth Guikema, has been monitering the area's infrastructure and was recently interviewed by the Baltimore Sun on this very problem in Decaying Water System Needs Makeover. Most of the current infrastructure is more than 70 years old and has not been maintained over the past several decades. This is a problem that is not only facing the Baltimore area, but the nation.
